Ladies and gentlemen, I am an autistic self advocate, member of the french NGO Alliance Autiste.
I want to talk to you about an emblematic example in France regarding the right to education of autistic children
Timothée, 15 years old, was to be included in his secondary school for this year and everything was fine. He was about to continue his schooling, but the public service responsible for the orientation of children with disabilities decided to place him in an institution.
On his first day at school (September 2014), he was physically barred from entering by the director of the school. Some days later, his mother attempted again to get him into the school: he was accepted but put apart from the other pupils, in an empty room. She definitely removed him from his school to spare him the pain of rejection.
Since then, a kind of “partnership” between different institutions and judges appeared with the placement of timothée in institution as an aim. Timothée’s family moved to another region to escape this persecution but that was not enough.
By this example I want to show that instead of adapting schooling to children with disabilities, the French state maintains their segregation out of the community, by concentrating them in institutions unable to fulfill the right to education, as confirmed by the multiple condemnations of France by the Council of Europe,
Today less than 20% of autistic children are in mainstream schools. 80% are at home or concentrated in institutions or deported in Belgium.
